Directions:
In a bowl, combine sliced flank steak with 2 tablespoons soy sauce, 1 tablespoon cornstarch, and ground black pepper. Mix well and set aside to marinate for 15-20 minutes.
Heat 1 tablespoon of vegetable oil in a large skillet or wok over high heat. Add the marinated steak slices and stir-fry for 2-3 minutes until browned. Remove from skillet and set aside.
In the same skillet, add another tablespoon of vegetable oil. Add sliced green and red bell peppers, and onion. Stir-fry for 2-3 minutes until vegetables are tender-crisp.
Add minced garlic and ginger to the skillet, and stir-fry for 1 minute until fragrant.
Return the cooked steak slices to the skillet.
In a small bowl, combine 1/4 cup soy sauce, oyster sauce, hoisin sauce, rice vinegar, sesame oil, and beef broth. Pour the sauce mixture into the skillet.
Bring the mixture to a simmer, then stir in the cornstarch mixture. Cook for 1-2 minutes until the sauce has thickened.
